Abstract

This article examines and opposes two models of criticism of social citizenship. A first model - neoliberal criticism - argues that the bureaucratization phenomena of welfare systems constitute an inevitable consequence, since the expansion of equality always ultimately threatens freedom. A second model - democratic criticism - on the contrary, maintains that such phenomena express a failed development of the principle of social citizenship, since it would only reach a democratic meaning as long as the subjects themselves are who can participate in the collective decision-making process regarding social protections and securities.
