CIUDADANÍA, DEMOCRACIA, DESARROLLO Y SU RELACIÓN CON LOS DERECHOS HUMANOS / Citizenship, democracy, development and their connection with human rights

Abstract
Este trabajo aborda la temática de los Derechos Humanos en Chile, a partir de la revisión y reflexión en torno a conceptos tales como ciudadanía, democracia y desarrollo y su incidencia en nuestro país y la región. Se plantea que nos encontramos frente una ciudadanía restringida y a una democracia debilitada en lo político y deficiente en su gestión. Ambos elementos –ciudadanía restringida y democracia debilitada- impiden el desarrollo armónico e integrado de la sociedad, y generan condiciones que dificultan el ejercicio de derechos por parte de ciudadanos y ciudadanas, del mismo modo que favorecen su vulneración.
This paper addresses the issue of Human Rights in Chile based on the review and reflection of concepts such as citizenship, democracy and development and their impact in our country and region. The paper outlines that there are a restricted citizenship and a politically weakened democracy that is deficient on its work. Both elements, restricted citizenship and weakened democracy, hamper the harmonious and integrated society development and this is not only creating conditions that hinder the ability to exercise the citizens’ rights, but also favoring their violation.
